There are many ways to create a glossy glass effect in Photoshop. One way is to use a layer mask.Create a new layer and call it "Glass." Using the Rectangle Marquee Tool (M), draw a selection around the area you want to be glass. Fill this selection with white.With the "Glass" layer selected, go to Layer > Layer Mask > Hide All. This will create a mask on the layer, hiding the white fill.Now we need to add some noise to the "Glass" layer. Go to Filter > Noise > Add Noise.In the Add Noise dialogue box, set the Amount to 10%, Distribution to Gaussian, and check the Monochromatic option. Click OK.Next, go to Filter > Blur > Gaussian Blur. In the Gaussian Blur dialogue box, set the Radius to 5 pixels and click OK.We're going to add a Gradient Overlay to give the glass a bit of depth. With the "Glass" layer selected, go to Layer > Layer Style > Gradient Overlay.In the Gradient Overlay dialogue box, set the Gradient to Black, White, click the Reverse checkbox, and change the Style to Linear Diminish.
