When you have an object in Photoshop that is the wrong size, you can use the Free Transform command to resize it. With the object selected, go to Edit > Free Transform, or use the keyboard shortcut Ctrl+T. This will put a border around the object with little squares in the corners. To resize, click on one of these squares and drag it in or out.As you do this, you will see the object getting larger or smaller. If you hold down the Shift key as you drag a corner square, it will resize the object proportionally, so that it doesn't get distorted.

Once you have the object resized the way you want it, press Enter (Windows) / Return (macOS) on your keyboard to apply the changes. You can also right-click on the object and choose Commit Transform from the menu that appears.
